Whisk ingredients in a small saucepan over LOW heat. Simmer for about 2 minutes. (DO NOT BRING TO A BOIL.)
OR... Whisk ingredients in a large glass bowl and microwave for about 2 minutes., whisking every 30 seconds.
Whisk once more before straining off the spices before serving. Some remnants of spices will remain.
Store any leftover milk in fridge.
